Technically yes, but it's gonna be a slideshow rather than gameplay. CS:GO is pretty light on resources, but 1GB RAM is way below the minimum requirements. The game might launch, but expect significant lag and very low frame rates. You really want at least 4GB of RAM to enjoy the game at a basic level.
