Nope, you can't catch the other starters in the wild in Pokemon Scarlet or Pokemon Violet. You've got to choose your starter at the beginning or trade with friends to get the others. It's kinda like deciding whether you want pancakes, waffles, or French toast at brunch - choose wisely because you can't have 'em all (unless your buddy orders something different and is willing to share)!
