Nope, you can't evolve Pikachu into Alolan Raichu in Pokemon Violet or Scarlet. To get Alolan Raichu, you'll need to trade from a game where it's available. Don't forget though, regular Raichu is still pretty awesome in its own right!

Tried it myself hoping for that sweet, surfboard-loving Raichu, but no dice. You gotta trade to get Alolan Raichu in Pokemon Violet. Regular Raichu evolution is all we got in these games.
