Short answer: It's complicated. You're better off with a PC if you wanna play CS:GO seriously. Chromebooks aren't really built for heavy gaming.

You can, but expect to jump through some hoops. I managed to get CS:GO running on my Chromebook using Linux (Beta) feature and installing Steam through it. The performance was okay for casual play, but don't expect to go pro with this setup.
