Yes, but why would you? The whole point is to carefully plan your EVs, not reset willy-nilly. That said, the berries do work if you must.

Totally can! I messed up my Fuecoco's EVs and had to reset. Stocked up on those berries, and it was like hitting the undo button. Took a bit to get all the berries, but worth it to fix my buddy!

Yep, you absolutely can reset EVs in Pokemon Scarlet and Violet! You'll need to get your hands on some 'Berries' that lower your Pokemon's EV points in specific stats. Look for Berries like Pomeg (HP), Kelpsy (Attack), Qualot (Defense), Hondew (Special Attack), Grepa (Special Defense), and Tamato (Speed). Just feed these to your Pokemon, and voila, EVs be gone!
