They don't 'reset' in the traditional sense. But don't be surprised if your rank changes after a long break. Came back after a few months and had to earn my stripes again, but it was pretty close to where I left off.

Nah, your CS:GO rank doesn't just reset on its own. But, if you don't play competitive matches for a month, you'll lose your rank due to inactivity. Once you jump back in and win (or sometimes after a couple of matches), you'll get your rank back. Though, fair warning, it might be a bit different based on how the overall player base shifted while you were away.
