Absolutely not necessary. I've been playing CS:GO with Xbox DVR on and haven't noticed anything. If your PC's beefy, you're probably fine.

Had to turn mine off, made a huge difference. Before that, my game felt like it was running on a toaster, even though my PC is decent. Disable it and enjoy the game the way it's meant to be!
