To evolve Charcadet into Armarouge in Pokemon Scarlet, you need to get the Auspicious Armor. You can trade it from an NPC in Zapapico, a town in the East Province (Area Three). You'll have to trade them 10 Sinistea Chips for the armor. Once you have the Auspicious Armor, just use it on Charcadet, and voila, you've got yourself an Armarouge!
