Metal Coat? Just trade for it! Find a friend who's got an extra. That's what I did. Much faster if you're looking to evolve Onix or Scyther ASAP.

Honestly, just look around while you're exploring. Poke around in caves and such. I bumped into one without even trying in some cave. Not sure why everyone's making a big deal out of it.
