To catch yourself a Scizor in Pokemon Scarlet, you first gotta get your hands on a Scyther. Scyther evolves into Scizor, but it's not your usual level-up situation. You need a Metal Coat for the transformation. Once you've got a Scyther and a Metal Coat, make them hold the Metal Coat and then trade Scyther.
