To unlock the 7-star Tera Raid Battles in Pokemon Scarlet, you have to first complete the main story. This includes beating the Elite Four, becoming Champion, and also completing the post-game story where you battle against the Academy Ace Tournament. After you've done all that, Sada (in Scarlet) or Turo (in Violet) will approach you with a request to investigate powerful Tera Pokemon, which basically introduces you to the 7-star raids. Make sure you’ve got a strong team because these raids are no joke!
