Almost immediately! Just rush through the start, and boom, trade away!

You can start trading in Pokémon Violet pretty much as soon as you get access to the Poké Portal feature, which occurs right after you get your starter Pokémon and complete the early tutorial phase. This happens within the first hour or so of gameplay, depending on how quickly you breeze through the initial stages. So, grab your Koraidon or Miraidon and start trading!
