It's kinda hard to pin down an exact number since Valve keeps things pretty under wraps. But, based on what devs have said and from various interviews, the team size varies. It started off small but has definitely grown. You could estimate anywhere from 20 to a few dozen people directly working on it, with more from other departments at Valve chipping in when needed.

Last I checked, not more than 30-50 people. Valve works in mysterious ways, though, so teams can shift and change depending on what's needed. Plus, with CS:GO being such a big title, they probably have more hands on deck for updates, security, and all that jazz.
