Stars in CS:GO represent your progress in the Operation passes, kinda like a reward system. You earn them by completing missions in whatever current operation is going on. You don't buy stars directly with money, but you can purchase the operation pass, which lets you earn them. How much you spend really depends on the pass!

Actually, you kinda can buy stars after you've bought the pass. Once you've maxed out your weekly mission stars, you can buy additional stars to unlock more items from the operation's reward track. But remember, there's a limit to how many you can buy each week!

Why bother? Just play and earn the stars. Buying them takes away the fun, IMO.
