Decoy grenades aren't really for damage, they’re for mind games. But if you’re curious, yes it can technically hurt someone. If an enemy is right on top of it when it blows, it'll do about 1-2 damage. So, no, you're not gonna take anyone out with just a decoy. Use it to confuse, not to bruise.

Fun fact: threw a decoy once and it actually landed an enemy a whopping 1 damage before it exploded. Felt like a pro gamer move until I remembered that’s all it does. Best used as a distraction, not a weapon!
