Honestly, trading is available so soon, it's almost like they're throwing Pokeballs at you and saying 'go make some friends!' But yeah, first gym victory and you're set.

You can start trading pretty early on in Pokemon Scarlet! Just after you get access to the Poke Portal, which happens once you've gotten your first Pokemon and have beaten the first gym. So, basically, after a couple of hours into the game, give or take, depending on how fast you're moving.
