Just buy it from the eShop and load up your game. If it doesn't show up right away, try restarting your Switch. Worked for me like a charm!

Honestly, just make sure your game is up to date. The DLC should pop up in-game after you've bought it and updated Pokemon Violet. If not, maybe check your internet connection or Nintendo account settings.
