Easy peasy! Just open the console (you might need to enable it in the game settings first), and type something like this: bind "x" "say YourMessageHere". Replace "x" with whatever key you wanna use, and "YourMessageHere" with your actual message. Now, every time you press that key, your message will pop up in chat!

I've been using binds for years. My fave is saying 'Good luck have fun' at the start of every match. Just open that console and go for bind "t" "say Good luck have fun". Makes you the nice guy right off the bat.
