Breeding Eevee in Pokemon Scarlet is pretty much like breeding in any other Pokemon game. You're going to want to drop your Eevee off at a Pokemon Nursery (you'll find these in certain towns across the Paldea region). Make sure Eevee is with a compatible Pokemon, usually another Eevee or a Pokemon in the Field Egg Group, then just wander around and wait. Soon enough, the Nursery worker will have an egg for you, which will hatch into an Eevee after you've walked enough steps!

Just pair it with Ditto. Ditto can breed with practically anything. It's the lazy trainer's dream for breeding any Pokemon, including Eevee. No hassle, no fuss, just drop them off at the Nursery and wait for that egg.

Honestly, why breed Eevee when you can catch a bunch? Breeding is overrated IMHO.
