You can't catch a Charizard in the wild in Pokemon Scarlet or Violet directly. The way to get one is by evolving a Charmander, which you can obtain after beating the game. Once you've completed the main storyline, you'll be gifted a Charmander that can evolve into Charmeleon and then into Charizard!

Nope, can't catch them just roaming about. Gotta evolve a Charmander. Beat the game first, then it's Charizard time.

Actually, getting a Charizard through trading is another way. If you have friends or join online communities, someone might trade you a Charizard or a Charmander. Sometimes it's quicker than beating the game!
