Changing game modes in CS:GO through the console is pretty easy once you know the right commands. First, you gotta make sure your console is enabled by going to game settings. Then hit up that tilde key (~) to open it. To switch modes, you'll use the 'map' command followed by the map name and the game mode. For example, if you wanna jump into a Deathmatch on Dust II, you'd type 'map de_dust2 deathmatch'. Just replace 'deathmatch' with whatever mode you're aiming for, like 'casual' or 'competitive'.

Just type 'changelevel' followed by the map name. This doesn't directly change the game mode but switches maps, and you can select the game mode after.
