To join a CS:GO server with an IP, launch your game, open the developer console by pressing the tilde (~) key. If it's not enabled, head to Game Settings > Game > Enable Developer Console. Once that’s set, type `connect` followed by the server's IP address, like so: `connect 123.456.7.89`. Hit Enter, and you’re in!

A bit of advice from someone who’s been in the trenches: Make sure you've got the right IP and that you're using the correct port number if needed. I've lost count of how many times I've seen people enter the wrong info and wonder why they can't connect. Also, if the server's got a password, don't forget to add that after the IP, separated by a semicolon.
