To disable Panorama UI in CS:GO, you usually can't since it's now the default and only UI. But, back in the day, you could've used '-legacyscaleformui' in launch options to switch back to the old UI. Now, customizing the HUD or using mods from the community might be your only bet if you're looking for a different look or feel.
