Short and sweet: Use an Evolutionary Stone or item specific to your Pokémon. No other way once they're level 100.

Can confirm the item method works. Had a lvl 100 Eevee, used a Fire Stone, and boom! Flareon city. Make sure you got the right item for your Pokemon. Check a guide if you're not sure which item to use!
