Blissey doesn't evolve from or into any Pokémon in Pokémon Violet! Blissey is actually the final form of its evolution line. First, you get a Happiny, make sure it's holding an Oval Stone during the day, and then level it up to evolve into Chansey. Once you've got Chansey, just level it up with high happiness, and voila, you'll have yourself a Blissey. Remember, it's all about that happiness level for Chansey to evolve!
