Just to keep it simple: Level 42 for Glalie, Dawn Stone for Froslass (and remember, Froslass can only be female).

Honestly, I always go for Froslass because it looks cooler, and that icy ghost vibe? Unbeatable. Just snagged a Dawn Stone after a bit of exploring, used it on my female Snorunt, and the transformation was instant. 10/10 would recommend.
