Just challenge someone directly. Most players are up for a 1v1 if you ask nicely. Find a friend or someone in a public server, then just use the console to create a match. It's as simple as typing 'map [map name]; game_mode 1; game_type 2' - swap in your preferred map name, of course.

1v1 servers are a myth, just play Wingman mode. It's basically 2v2, but if your buddy sits out, you've got your 1v1 right there.
