Honestly, I found the Razor Claw by pure luck while exploring. But if you're not into combing every inch of the map, just save your game money and buy it from Delibird Presents. Took me a while to save up, but it's a sure shot!

Razor Claw? Just grind battles and save up those Pokédollars, then buy it from a Delibird Presents. No biggie.
