Don't overlook your PC's power plan settings. Set it to High Performance to ensure your computer is giving it all it's got. Also, an SSD can significantly reduce load times, improving overall performance, not just in CS:GO but in general.

Just lower everything. My rig is basically a potato and running CS:GO at the lowest settings works wonders. Trust me, frames > graphics.
