To get black bars in CS:GO, you gotta mess with your graphics card settings. For NVIDIA, go to the NVIDIA Control Panel, head to 'Adjust desktop size and position', select 'Aspect ratio' and choose the resolution you want. Then, check 'Perform scaling on:' and pick 'GPU'. Hit apply and you should see those black bars on your screen. For AMD, it's kinda similar. Open AMD Radeon Settings, go to 'Display', and look for 'GPU Scaling'. Turn it on and set the scaling mode to 'Maintain aspect ratio'. Boom, black bars!
