Just evolve Dragonair lol, it's not rocket science. Level 55, boom, you got Dragonite.

To catch a Dragonite in Pokemon Scarlet and Violet, you're gonna need a bit of patience and some strategy. First, you gotta evolve a Dratini into a Dragonair, which happens at level 30.
