Can't. Fennekin's not available in Pokemon Scarlet unless there's a special event. No standard wild encounters for this little guy, sorry!

I got my Fennekin from a Tera Raid Battle during an event last month! It was tough, but totally worth it. Make sure to level up your Pokemon and coordinate with your raid team to catch it!
