Just evolve Floette with a Shiny Stone, don't overthink it. Shiny Stones are not that hard to find if you're doing Tera Raids.

Honestly, Florges isn't even worth the effort. There are better Fairy-types in Paldea. But, if you're a collector, I guess just evolve Floette with a Shiny Stone.
