The only way to get a riot shield in CS:GO is by joining a custom server that has it as part of a mod. No command line magic can conjure one in the vanilla game, unfortunately.

Actually, riot shields aren't a thing in CS:GO. Valve didn't include them in the game. So, no command will get you one. It's all about the guns, grenades, and tactics here!
