To catch Roaring Moon in Pokemon Scarlet, you gotta beat the game first. This dude is part of the post-game, so after you finish the main storyline, you get access to Area Zero. Go there, and you'll find this legendary Pokemon waiting for a battle. Remember, Roaring Moon is exclusive to Pokemon Scarlet, so you can't catch it in Pokemon Violet.
