You can't. Urshifu isn't in the wild in Pokemon Scarlet or Violet. Gotta transfer it from Sword or Shield, buddy.

Unfortunately, you can't catch Urshifu directly in Pokemon Scarlet or Violet. Urshifu originally appeared in the Pokemon Sword and Shield Isle of Armor expansion. To get Urshifu in Pokemon Scarlet, you'll need to transfer it from Pokemon Sword or Shield via Pokemon HOME. Make sure you've got all the updates for Pokemon HOME and both games to make the transfer smooth!

No Urshifu catching in Scarlet, friends. Transfer from Sword/Shield is your only shot. Did that and it works perfectly!
