Back in my day, we didn't need Xray in CS:GO. We just memorized the maps and used sheer skill. But hey, if you're practicing or making content, 'sv_cheats 1' then 'r_drawothermodels 2' should do the trick in a private server. Good luck!

Nope, you can't just 'get Xray' in regular gameplay or competitive CS:GO matches. That would be flat out cheating, and Valve's anti-cheat system, VAC, won't have any of it. Stick to fair play, folks.
