To get black bars in CS:GO, you need to tweak your graphics card settings. For NVIDIA users, go to the NVIDIA Control Panel, under 'Adjust desktop size and position', select 'Aspect ratio' and choose the resolution you play CS:GO at, then pick 'Perform scaling on: Display' and hit apply. If you're on AMD, go to Radeon Settings, head to 'Display', find the 'GPU Scaling' option and enable it, then set 'Scaling Mode' to 'Maintain aspect ratio'. Restart CS:GO and you should see those classic black bars on the sides of your screen.

Just set your game to 4:3, man. Easy. Resolution options are there in the game settings. Don't overcomplicate it.
