Setting CS:GO to 4:3 stretched is pretty simple. First, make sure your GPU settings allow it. For NVIDIA, go to the NVIDIA Control Panel, then 'Adjust desktop size and position', select 'Full-screen', and apply. For AMD, right-click on your desktop, go to AMD Radeon Settings, 'Display' options, and enable 'GPU Scaling' and set 'Scaling Mode' to 'Full Panel'. Then, in CS:GO video settings, set the aspect ratio to 4:3 and choose your desired resolution. Voila, enjoy your game in stretched mode!

Just change it from the video settings in CS:GO to 4:3 and pick a resolution. Make sure your graphics card settings are on full screen to get that stretch feel. EZ.

Honestly, why bother with 4:3 stretched? Just play on native; your game will look much better.
