Just buy it from the Maze Bank Foreclosures site in the game. You need to be a CEO or a MC President first though. It's basically your ticket to starting the Diamond Casino Heist, so definitely worth the investment.

Honestly, why bother? Get straight into the action. The arcade's cool for heists, but there's so much more to do in GTA.
