Actually, legendary creatures can be all sorts of things, not just monsters. There are wizards, warriors, gods... you name it. So, they're unique in the sense that there's only one of them in the lore, but they're not all monsters.
Nah, think of them more like unique characters. Some are monsters, sure, but others are heroes, villains, even gods!
