Nah, not all MTG prerelease cards are foil. Usually, you get a special foil promo card in your prerelease pack, but the rest of the cards you open in the packs are the usual mix of non-foil and foil cards. So, while you're guaranteed at least one shiny card, don't expect a full bling-out!
Gonna disagree with the crowd here - I think the focus on foil cards is overblown. The real joy is in the gameplay and strategy, not how shiny the cards are.
