Well, I just started playing and I didn't see Octolings right away, so I'm guessing they're not free. Bought the expansion, solved it, and voilà!

Nope, they aren't free. You gotta complete the Octo Expansion from Splatoon 2 to unlock them in 3.

Octolings are not free in Splatoon 3 by default. To play as an Octoling, you need to purchase the Octo Expansion DLC from Splatoon 2 and complete it.
