Yes, The Elder Scrolls Online frequently gets graphical updates. They recently improved textures, lighting, and shadows with the 'Tamriel Unlimited' update!
I don't think they need it. The game looks fine as it is.
Having played ESO since launch, I've seen numerous graphics enhancements. Bethesda clearly cares about keeping the game visually appealing!
