While the game's setting – a post-apocalyptic West Virginia – might make it seem like there's no one around, the fact is, players themselves represent the survivors emerging from Vault 76. Plus, there are all kinds of non-player characters (NPCs) scattered around, from settlers to raiders and even more exotic folks. So, even though it might look like West Virginia has seen better days, it's far from empty!
