Yeah, stores can definitely sell MTG promo cards, but there's a bit of a catch. The cards are supposed to be given out as part of promotional events, tournaments, or as rewards. Once those events are over, though, any leftover promo cards often end up for sale. The store's not breaking any laws by selling them, but it's kinda meant to be a bonus for participating players.

Absolutely they can, and why not? If you missed a promo event or just gotta have that shiny exclusive card, buying from a store might be your best shot. Just make sure the price is right!
