Nope, Angelic Page follows the same rules as other creatures in Magic The Gathering. It can't tap the turn it comes into play due to 'summoning sickness.' Summoning sickness means a creature can't attack or use abilities that require tapping as part of the cost unless it has haste.

Actually, it kinda depends. If Angelic Page had haste (which it doesn't by default), it could tap or attack the turn it comes into play. But since it doesn't have haste, you gotta wait a turn.
