Absolutely, artificial races in Magic The Gathering can indeed have sparks! Take Karn, Silver Golem for instance. Originally an artifact creature created by Urza, Karn became a planeswalker after gaining a spark. This shows that in the lore of MTG, non-organic beings can become planeswalkers if the conditions are right.

Yes, they can, but it's not super common. It really boils down to the story and the mechanics that Wizards of the Coast wants to explore. Karn is a prime example, but he's more the exception than the rule. Who knows, future sets might introduce more!
