Nah, it doesn't work like that. Flashback already lets you cast from the graveyard. 'As Foretold' is for casting without paying mana costs from your hand. Why bother with 'As Foretold' for flashback when you're paying the flashback cost anyway?
'As Foretold' can totally cast a spell with flashback! I've been using this combo in my blue-red spellslinger deck and it's a blast.
