Yep, Cosmos can be missed. She's a rare Blade and you need a lot of luck or sheer persistence with Core Crystals.

Yes, you can totally miss Cosmos in Xenoblade Chronicles 2 because she's a rare Blade obtained through the random Core Crystal system. But don't worry, just keep farming those Core Crystals and pray to the RNG gods!
